Sanctions fears cut fuel supplies to Moscow: Kazakh refineries refuse to export

Kazakhstan’s major oil refineries did not use the quotas allocated by the country’s Ministry of Energy for gasoline supplies to Russia in July, TodayPress TV reports, citing Reuters.

Four industry sources provided the information.

In July, the Pavlodar and Atyrau oil refineries could each have supplied Russia with 17,500 tonnes of AI-92 gasoline. However, the refineries decided not to use the quotas.

According to the agency’s sources, the reasons include the risk of being subjected to European Union sanctions and difficulties with payments through Russian banks. In addition, the report notes that Kazakhstan itself needs fuel.

As a result, the only refinery that decided to export motor fuel to Russia was the smaller Kondensat refinery, which has an annual processing capacity of 850,000 tonnes. This is six times less than the capacity of the previous two facilities. In July, the refinery sent 9,000 tonnes of gasoline to the neighboring country.
