Pashinyan: New Armenian Constitution to address judicial gaps

Armenia's judicial system largely continues to protect the interests of the former elite, making it important to adopt a new Constitution, Armenian Prime Minister Nikol Pashinyan said in the National Assembly while presenting the government's program for 2026-2031, TodayPress TV informs via local press.

He said the problem was not only that family ties of the former elite remain widespread within the judicial system, but also that there is an institutional issue. Pashinyan said the judicial system lacked a full institutional connection with the people, whom he described as the sole source and bearer of power.

Pashinyan said the proposed changes would significantly reduce the ability of corrupt circles to avoid justice.

He also said the new Constitution should contain no references to the 1990 Declaration of Independence.

"A reference to the Declaration of Independence in the new Constitution would mean continuing the Karabakh movement and returning to the logic of conflict, and we cannot allow that," Pashinyan said.

The prime minister said the draft of the new Constitution would be published in the coming months.
